The ISOP became a formal legal entity on 9 March 2002, however the concept of providing civilian mine clearance as an act of humanity was developed by ISOP's founders over the two years running up to the yaer.

The rising number of casualties gave an indication of the threat that mines would present to the eventual large scale return of refugees.
Then the story started as the consultancy for the NIOC in the Azadegan oil Field seismic project in 2000. The new born ISOP did a risk assessment survey in front of the seismic teams. Lately the results of this assessment raised a competitive solution for that field development in both Azadegan and Yadavaran regions.
